Notes on the Amendments - The U.S. Constitution Online - USConstitution.net
The Amendment limits the jurisdiction of the federal courts to automatically hear cases brought against a state by the citizens of another state.
The ratification of the 13th Amendment was a major victory for the North, and it was hoped that with the Emancipation Proclamation and the 13th Amendment, the effects of slavery in the United States would quickly diminish.
Once the CSA was defeated, approval of the 13th Amendment was a requirement for readmittance into the United States.

Acting President of the United States - Wikipedia, the free encyclopedia
Twenty-fifth Amendment to the United States Constitution (ratified in 1967).
Section 4 of the amendment sets forth a second procedure establishing presidential incapacity.
And if the House of Representatives shall not choose a President whenever the right of choice shall devolve upon them, before the fourth day of March next following, then the Vice-President shall act (emphasis added) as President, as in the case of the death or other constitutional disability of the President.

What is the 25th Amendment and When Has It Been Invoked?
The 25th Amendment provides two remedies when a president is disabled.
That a president can turn over his power without formally invoking the amendment is unclear and has never been tested in court.

 Welcome to The American Presidency
The amendment further authorizes Congress to provide for the death or failure to qualify of both the president-elect and vice president-elect, which Congress has done in the succession law of 1947.
Sections 3 and 4 of the 25th Amendment deal with a case in which some condition or circumstance, such as a physical or mental inability, prevents the president from discharging his powers and duties.
That procedure, involving nomination by the president and confirmation by both houses of Congress, was placed in Section 2 of the 25th Amendment.

 Jon Christian Ryter
While the 19th Amendment provided women with the right to vote, it did not provide them the right to seek the highest office in the land—a legality that has been overlooked by office seekers, male and female, since 1920.
Although liberals have mastered the art of creating supra rights in existing case law by implication, there is no implied corresponding right to be construed here—particularly for women seeking the office of President of the United States which, constitutionally, is uniquely a male job.
In doing so, they explicitly barred women from ever becoming the President of the United States without first enacting a constitutional amendment that would allow them to accept the office if elected (since there appears to be nothing that bars them from seeking the office—only serving it if elected).

ICCL: Women - Abortion Referendum - 25th Amendment
The Twelfth Amendment to the Constitution Bill was rejected by 1,079,297 votes to 572,177; the Thirteenth Amendment to the Constitution Bill was endorsed by 1,035,308 votes to 624,059 and the Fourteenth Amendment to the Constitution Bill was endorsed by 992,833 votes to 665,106.
Accordingly, it would seem that any amendment to Article 40.3.3, and particularly one which restricts further the right to abortion in Ireland, would be subject to EU law and in particular to the jurisdiction of the Court of Justice.
The Twenty-Fifth Amendment Bill therefore consists of a constitutional amendment within a constitutional amendment, containing a piece of legislation which itself is to be enshrined within the Constitution.

Does mental anguish or a conflict of interest qualify as incapacitation: Incapacitation is not defined in either the 25th Amendment or the Presidential Succession Act.
But in this case, there is no vice president, so technically the 25th Amendment does not apply.

Moreover, Amar argued that the 25th Amendment lends incentives to legislators to make backroom deals.
Yet if there is a struggle as to whether Bartlet should regain the Oval Office, Section 4 of the amendment spells out the rules for what should be at most a 21-day political brawl.
Some experts in constitutional law agreed that rarely has the portrayal of a political issue been so accurate and educational.

 Dead Presidents: Gerald Ford
Obviously, the persons to whom the Constitution requires the document to be transmitted did indeed eventually receive it or at least saw a copy of it in the public media (in which case Kissinger shared his duties as transmission agent with Walter Cronkite et al.
Obviously, some facts can be accepted by empirical evidence, though, and Nixon's resignation would seem to be one of them.
However, just a look at the letter of resignation shows that Nixon seemingly intended to transmit it only to the single named addressee -- the Secretary of State alone.

It was in this backdrop that the 25th Amendment came to be.
It would have been dramatic enough for Bartlett to invoke the 25th and turn over the reins to Hoynes.
Shortly after the 25th Amendment was ratified, it was put to use in the case of Gerald Ford who was elevated from congressman to vice-president to president.

The 25th amendment specifies that "In case of the removal of the President from office or of his death or resignation, the Vice President shall become President."  Why the big fuss over Bush's colonoscopy?
The purpose of the 25th Amendment was to prevent similar abuses of presidential powers and, more broadly, to cope with an unanticipated crisis of executive authority.
Bush had decided (or, more correctly, he had been instructed) to invoke the 25th Amendment of the Constitution, which provides for the transfer of power to the vice president while the chief executive is incapacitated and unable to discharge the duties of his office.
The amendment was drafted and ratified in the aftermath of the assassination of President John F. Kennedy in November 1963.

Leslie Rude Memorial Lecture Addresses 25th Amendment
The 25th Amendment establishes the causes and methods for the removal (either temporary or permanently) of the President of the United States if he/she becomes incapacitated and what the chain-of-command is in the event of his/her removal.
Among his numerous professional accomplishments, Joynt is co-editor, with James Toole, of Presidential Disability, which consists of the proceedings of a series of conferences held by the Working Group on Disability in U.S. Presidents, a group that examined the current implications of the 25th Amendment to the U.S. Constitution.

This amendment is obviously necessary to protect us from confusion and chaos if a tragedy occurs.
The Twenty-Fifth Amendment The twenty-fifth amendment, which states that the Vice President replaces the President in case of death and replacements in case of future deaths or disabling illnesses progresses onward in rank, seems like common sense to most people.
Even before the amendment was ratified on February 10, 1967, it had already been unconsciously invoked seven times, not always in the appointment of a President.

The 25th Amendment allows the President to declare himself incapacitated, or allows the Vice President and a majority of the Cabinet to do so.
Moreover, fans of TV's "West Wing" know that President Jeb Bartlett invoked the 25th Amendment in the  last episode of the season  so he could deal with the violent kidnaping of his daughter Zoey.
Since the Nation continues to be at war, with soldiers fighting and dying each day in Iraq, we call upon him to once again invoke the 25th Amendment.

Middle Finger News - 25th Amendment To Fall On Bush?
The 25th Amendment method of removing a President who is dangerously going nuts (like Nixon talking to pictures on White House walls) and cannot carry out his duties of office is becoming a growing public concern.
Unlike Nixon, who resigned, Bush is going down the road like Soviet Dictator Josef Stalin who blamed his "Jewish doctors" as part of a plot to kill him.
