 Broads Authority-Boating
Byelaw 15 provides that the boat standards to be incorporated in the Schedule to the Byelaws may be amended by resolution of the Authority in any case where that amendment has the effect of incorporating any relevant EU requirements or English Law.
This Byelaw also provides that it is a defence in any criminal proceedings under the Byelaw for the person charged to prove that they took all reasonable caution and exercised due diligence to avoid the commission of the offence or that they had a reasonable excuse for the act or failure to act.
Byelaw 6 provides that within 28 days of receiving evidence under Byelaw 5 that a vessel complies with the boat standards, the Authority must issue a Certificate of Compliance if it is so satisfied or issue a notice of refusal if it is not so satisfied.

Home Office Circular 25/1996: Arrangements for Confirmation of Local Authority Byelaws
A byelaw is a local law which is made by a statutory body, such as a local authority, under an enabling power established by an Act of Parliament.
Except as provided in i-iii preceding, byelaws under the 1875 Act remain in force and may be revoked by a byelaw under s.185 of the 1980 Act.
Byelaws should not attempt to address in general terms issues which are essentially national rather than local.

Indo-Asian News Service -> India-Society/Environment-MCD -> New building byelaws for Delhi by Jan 2006
Officials said the new laws would be a major step in reforming the system of giving building permits, completion certificates, local area planning and regulation of the players in the development of the city.
The key inadequacies of the existing byelaws of the 1,483 sq km city were that they were outdated, unclear, did not address many important environmental and social issues, he said.
"One of the main features of the new byelaws would be the simplification in the laws relating to residential buildings, which would require the approval of just the architect," Das said.

Parish councils have limited tax raising powers and have the ‘general power to make byelaws for the good rule and government of its area’ [3] (click here for a full listing of the main areas where a parish council may legally act).
Parish councils may spend additional money (up to £3.50 per elector) on other items and initiatives for ‘any purpose which in its opinion is of direct benefit to its area or to the inhabitants’ [2].
The next level of local government above parish councils is the district authority or council – in our case this is Mendip District Council.

Report of the Departmental Committee on Building Byelaws
This process, which had resulted in a legislative patchwork, called for the consolidation of the general law authorizing the making of byelaws.
Provisions as to streets and buildings in the Public Health Acts had for the most part also originated in the local Acts and had been later brought together in the Public Health Acts and Amendment Acts 1890 and 1907 respectively.
The Local Government Board, in drafting their series of model byelaws and by their practice in revision and confirmation of byelaws made by local authorities, had done as much as possible under the existing law to avoid hardship and difficulties in the control of building development.

The Recreation Grounds (Revocation of Parish Council Byelaws) Order 1987
The byelaws made by Horley Parish Council are revoked as being unnecessary, and in all the other cases the byelaws are revoked as being substantially superseded by byelaws made under other enactments.
This Order revokes the byelaws specified in the Schedule to the Order, which were made in exercise of the powers conferred on parish councils by section 8(1)(d) of the Local Government Act 1894 (56 and 57 Vict.c.73).
The relevant part of that section was repealed by section 272(1) of, and Schedule 30 to, the Local Government Act 1972 but the byelaws were continued in force, notwithstanding that repeal, by virtue of section 262(1) of the 1972 Act.
