In British English, licence is the noun form, and license is the verb, so a when a licensee has a licence, they are licensed by a Licensing Authority.

Driver License Compact - Wikipedia, the free encyclopedia
Driver License Compact (DLC) is an interstate compact used by States of the United States to exchange information concerning license suspensions and traffic violations of non-residents and forward them to the state where they are licensed known as the home state.
Under the Driver License Compact, in order for your state to penalize you for an out-of-state offense, your state must have the equivalent statute.
The Driver License Compact is no longer being pushed since it is being superseded by the new Driver License Agreement (DLA) which also replaces the Non-Resident Violator Compact.

No. 1-02-0436, St. Paul Fire & Marine Insurance Co. v. Smith
The main issue before this court is one of first impression in Illinois, whether a named driver exclusion in an automobile liability insurance policy violates Illinois public policy.
St. Paul also argues that the named driver exclusion applies to bar coverage for the underlying wrongful death lawsuit because the exclusion was part of the St. Paul policy and was not ambiguous, and contends that the negligent entrustment claim against Allen Smith falls within the scope of the exclusion.
St. Paul removed William as a covered driver from Allen and June's policy on January 22, 1996, and required Allen and June to sign a named driver exclusion, which excluded liability for any accidents or losses incurred while the car was driven by William.

In many cases, the license plate change relates to the plates being used as evidence of a vehicle being licensed for use on a public highway, or as evidence of a tax having been paid in connection with the vehicle.
In other states, the license plates remain with the seller, who may, for a fee, transfer the license plates to a new vehicle.
When a vehicle is sold, the disposition of the license plates depends on state law.

Driver License Agreement - Wikipedia, the free encyclopedia
As with the previous compacts, the DLA requires a state to post all out-of-state traffic convictions to the driver's record, and a state must apply its own laws to all out-of-state convictions.
Although no mention of expanding the DLA has ever been discussed by the Joint Executive Board, in a future time, the Driver License Agreement might be expanded to include other foreign countries such as the European Union if a super majority of jurisdictions agree to the expansion.
In the USA, the Driver License Agreement (DLA) is a new compact written by the Joint Executive Board of the Driver License Compact (DLC)and the Non-Resident Violator Compact (NRVC) with staff support provided by AAMVA (composed of Motor Vehicle and Law Enforcement Administrators).

The incident shed light on the fact that when driving in the United Kingdom, most British and even some American insurance companies typically don’t cover drivers other than those on the policy.

Some free drink driver legal advice
Drivers need to be aware that each State has its own drink driving laws and they are sometimes very different.
Exceptions exist, such as where a driver admits to drinking 2 slabs of beer in the past 8 hours, admits to driving his car into a ditch 4 hours ago and is now asked to undergo a breath test.
In such a case, the result of the breath test can be used to calculate what reading the driver had four hours ago when he parked his car, and the driver can be convicted of drink driving even though 4 hours has elapsed from the time of driving.
