 Bill Summary: H.R. 1350 Conference Report - The Individuals with Disibilities Education Improvement Act
At the foundation of the bill are the findings of the President Bush’s Commission on Excellence in Special Education, which in 2002 called for special education reform based on paperwork reduction, early intervention, parental choice, and academic results for students.
The bill also makes it clear that local schools do not need to conduct an evaluation or create an IEP if parents state that they will refuse both the evaluation and services, helping avoid unnecessary and unwanted involvement that can lead to lawsuits.
H.R. incorporates elements of Rep. Ric Keller’s (R-FL) paperwork reduction bill, including: a 15 state pilot program that will allow school districts to offer parents the option of a 3-year IEP; and a 15 state pilot program that will allow states to reduce the IEP paperwork burden on teachers and increase instructional time.
