There is no colorable reading of the convention under which it would apply to those individuals, as several federal courts have held.
Kenneth Blackwell, I am ashamed to say an African-American man has failed to follow even Ohio's election procedures, let alone procedures that comply with Federal law and constitutional requirements.
The Democratic Senators who questioned Gonzales were not prepared, of course, to dispute this legal conclusion, but they seemed to argue that the administration erred by not pretending that the convention covered terrorists, regardless.

 Association of Federal Air Marshals
We are the only air marshal association which actively seeks to represent our members in any civil or administrative matter arising out of your employment and which provides you with the legal expertise to protect yourself in the workplace.
The association was created to represent line air marshals before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, the administrative grievance procedure even though the process is nothing more than a rubber stamp for management and on security clearances just to name a few.
Welcome to the Association of Federal Air Marshals.

Because of a governmentwide demand for clearances, nearly a quarter of the active air marshals had not received their top-secret clearances as of July 2003; but by October 2003, only about 3 percent were awaiting their top-secret clearances.
Obtaining final top-secret clearances has taken longer-- sometimes up to a year--and as of July 2003, nearly a quarter of the active air marshals were still operating under interim clearances.
First, the open-ended exit interview may not prompt responses that go beyond generalities, such as taking another job or personal reasons, to determine whether management issues, such as problems in transferring to a duty station closer to home or burdensome work schedules, contributed to the air marshal's resignation.

Air marshals cover only a few flights - The Washington Times: Nation/Politics - August 16, 2004
After the September 11 terrorist attacks, members of Congress demanded that the Federal Air Marshal Service, with a mere 33 plainclothes officers, protect all airplanes in the United States.
Federal air marshals protect less than 5 percent of daily U.S. flights, and the numbers are declining, despite assurances by the federal government that most planes would be protected, according to estimates provided by marshals, pilots and a retired airline executive.
"They are flying on a relatively limited number of flights due to availability," said Capt. Stephen Luckey, chairman of the national-security committee of the Air Lines Pilots Association, which represents 64,000 pilots.

Air marshals' secrecy ruined by dress code - The Washington Times: Nation/Politics - July 09, 2004
Marshals, they say, must follow a strict dress code and military grooming that is enforced by the Federal Air Marshal Service (FAMS).
The Homeland Security Department's sense of fashion is endangering the lives of federal air marshals by making them conspicuous to terrorists, says the Federal Law Enforcement Officers Association.

Concealed carry gun holsters, rifle and gun show schedule page by SmartCarry®
Federal Air Marshals are now buying SmartCarry ®'s because they've discovered that not only is it the deepest concealment possible, but it is also very easy to draw your handgun when seated and wearing a seat belt, like they just might have to do while on board a commercial airliner, if the situation arose.
And the air marshals are purchasing our Security model holsters instead of our standard models because, as one officer told us when placing his order, "...at 30,000 feet in an aircraft, I want as much extra ammunition as I can carry!".
Plus more and more FAM's (Federal Air Marshals) with the TSA (Transportation Security Agency) are buying our Security model holsters for the ability to carry a pair of handcuffs and a lot of back-up ammo.

USATODAY.com - Travel - News - Air marshals' low morale revealed
More than 50 current and former air marshals or supervisors say top managers misled them when they were hired by promising four-day workweeks to make up for the constant travel.
Putting more undercover officers aboard flights was billed as a key to preventing hijackings, and thousands of marshals were hired quickly.
The memo contradicts statements issued by TSA head James Loy, who criticized a USA TODAY story in August that documented morale problems within the air marshal program.

It is obvious that the flight attendents, the air marshalls, the pilots, the TSA are not going to venture beyond their political correctness to protect passengers so we have no choice but to deplane ASAP.
