Judicial functions of the House of Lords - Wikipedia, the free encyclopedia
In criminal cases, the House of Lords may hear appeals from the Court of Appeal of England and Wales, the High Court of England and Wales, the Court of Appeal in Northern Ireland and the Court-Martial Appeal Court.
As lower courts were established, the House of Lords came to be the court of last resort in criminal and civil cases, except that in Scotland, the High Court of Justiciary remains the highest court in criminal matters.
In civil cases, the House of Lords may hear appeals from the Court of Appeal of England and Wales, the Court of Appeal in Northern Ireland and the Scottish Court of Session.

House of Lords - Wikipedia, the free encyclopedia
The jurisdiction of the House of Lords extends, in civil and in criminal cases, to appeals from the courts of England and Wales, and of Northern Ireland.
A Lord of Appeal in Ordinary must retire at the age of 70, or, if his or her term is extended by the Government, at the age of 75; after reaching such an age, the Law Lord cannot hear any further legal cases.
The jurisdiction of the Privy Council in the United Kingdom, however, is narrower than that of the House of Lords; it encompasses appeals from ecclesiastical courts, issues related to devolution, disputes under the House of Commons Disqualification Act 1975, and a few other minor matters.

The relationship between the two Houses is regulated mostly by convention and also by the Parliament Acts in the relatively few cases of irreconcilable disagreement between the two Houses.
The practical effect of the doctrine is that the Lords will not assert their right to vote against a Manifesto Bill at Second or Third Reading and that it is regarded as unacceptable to agree wrecking amendments to a Bill which has been given a Second Reading.

 House Of Lords Act 1999
The House of Lords Act does not remove the right to disclaim, but it repeals the references in section 1(2) to writs of summons, as a hereditary peer will no longer by virtue of being a hereditary peer be entitled to receive a writ of summons unless he is an excepted peer.
One of the effects of section 3(2) of the 1963 Act is to prohibit the issue of a writ in acceleration to the person entitled to succeed to a disclaimed hereditary peerage on the death of its present holder.
Since section 3 of the House of Lords Act removes these disqualifications for all hereditary peers who are not excepted peers, and since excepted peers cannot disclaim, this will no longer be one of the effects of disclaimer.
