Washington's retirement at Mount Vernon was interrupted in 1798 when he assumed nominal command of a projected army intended to fight against France in an anticipated war.

To the same end, Acts of Parliament may be referred to the Constitutional Council, before their promulgation, by the President of the Republic, the Prime Minister, the President of the National Assembly, the President of the Senate, or sixty deputies or sixty senators.
Except where Parliament convenes as of right, extraordinary sessions shall be opened and closed by decree of the President of the Republic.
No Member of Parliament shall be arrested for a serious crime or other major offence, nor shall he be subjected to any other custodial or semi-custodial measure, without the authorization of the Bureau of the assembly of which he is a member.

France uses a civil law system; that is, law arises primarily from written statutes; judges are not to make law, but merely to interpret it (though the amount of judge interpretation in certain areas makes it equivalent to case law).

The French constitution provides that, in case of a vacancy of the presidency of the republic, the chairman of the Senate becomes the interim president until a new one is elected.
Bills may be submitted by the government ("projets de loi" or law projects) or by each house of the Parliament ("propositions de loi" or law proposals).
This does not happen frequently: most of the time both houses eventually agree on the bill, or the government decides to withdraw it.

In November 2002, the Council of Europe passed a resolution inviting the Government to reconsider the About-Picard Law and to clarify certain terms in the law, stating that only the European Court of Human Rights could make a determination as to the law's compatibility with the European Convention on Human Rights.
In 1998 the Government created the "Inter-ministerial Mission in the Fight against Sects/Cults" (MILS) to analyze the "phenomenon of cults." The president of MILS resigned in June 2002 under criticism, and an inter-ministerial working group was formed to determine the future parameters of the Government's monitoring of sects/cults.

Vassilios Skouris, president of the Court of Justice, agreed to handle the case under an accelerated procedure, which means its ruling is made faster than the normal two- to three-year schedule.
In its ruling the European Court of Justice said the council of finance ministers "cannot depart from the rules laid down by the treaty or those which it set for itself in regulation no 1467/97 (which specifies the terms of the pact)".
While the court ruled against the suspension of the rules, it also acknowledged ministers' right not to follow commission recommendations for further spending cuts as long as they abide by the procedures set out in the pact.
