Japan does not have laws that specifically deal with discrimination and hate crime and instead existing laws are used to punish when such cases of crime occur.
Japan does not issue birth certificates to authenticate a person's identity.
Foreigners with legal reason for residing in Japan are issued an alien registration card which when presented (sometimes with one's passport, visa attached) can be used to receive such services.

I do want to say that racism isn't only practiced by the 'white' majority, there are plenty of others in all classes that practice it.
