United Nations Security Council - Wikipedia, the free encyclopedia
The United Nations Security Council is the most powerful organ of the United Nations.
Since the Security Council's inception, China (ROC/PRC) has used 5 vetoes; France, 18; Russia/USSR, 122; the United Kingdom, 32; and the United States, 79.
The majority of the USSR vetoes were in the first ten years of the Council's existence, and the numbers since 1984 have been: China, 2; France, 3; Russia, 4; the United Kingdom, 10; and the United States, 42.

UN Security Council resolutions relating to Iraq
The subsequent exchange of letters between the UN and Iraq, agreeing to the continuation of the programme under the terms of this resolution, is dated 5 July 2001.
Commends the Secretary-General for securing commitments from the Iraqi government to fully comply with weapons inspections on his mission to Baghdad, and endorses the memorandum of understanding (S/1998/166) that was signed on 23 February.
In effect, this resolution reassigns some of the practical responsibility for monitoring compliance with sanctions away from the UN machinery, in the form of the 661 committee, and to the States imposing the naval blockade.

UN Security Council - Global Policy Forum
The five permanent members of the Security Council (China, France, Russia, United Kingdom, and United States) enjoy the privilege of veto power.
The Security Council is the United Nations' most powerful body.
The United States and Russia would probably not have accepted the creation of the United Nations without the veto privilege.

 UN Security Council
In addition, the Council is authorized by the Charter to call on United Nations members to apply economic sanctions and other measures not involving the use of force to prevent to stop aggression and, in certain cases, to authorize member states to take military action against an aggressor.
While the Security Council can authorize the deployment of troops, neither the Council nor the UN equips or provides the troops and member states cannot be forced to supply troops if they choose not to do so.
These two tribunals were independently convened and are not part of a permanent International Criminal Court, a body not yet in existence but toward which various parts of the UN are working.

Permanent Mission of Japan to the United Nations
The documents being deposited today are the result of several years of dedicated work on the part of this unit, called the “UN Documentation Unit”.
These documents represent a significant contribution to the efforts of the Department of Public Information (DPI) to make all official UN documents available on-line through the Official Document System (ODS), the UN’s full-text web-based database.
These digitized files, stored on 38 CDs, contain more than 30,000 documents and include documents of the UN’s three main bodies, the General Assembly, the Security Council and the Economic and Social Council, dating from the 1970s and 1980s.

 Roundtable On Security Council Reform
Malone, however, used the example of Nigeria as evidence that the Council is not necessarily off-limits to states with less than squeaky-clean records.
Other changes in the area of international law, such as requesting advisory opinions from the International Court of Justice on options contemplated by the Secretary General or the Security Council, could prove to be a useful check in the system.
The vigour with which a particular state pursues reform, he added, also depends largely on whether or not that state happens to be one of the Council's five permanent members.

The UN Security Council: From the Cold War to the 21st Century
I illustrate that in the case of East Timor because the rhetoric of the Council at the end of 1999 and the beginning of 2000 regarding its indignation at the crimes that were committed in East Timor and the determination that those responsible should be brought to justice was impeccable.
3) Limitations in the suitability of the Security Council to be an oversight body for governance for, in the extreme case, transitional administration, as in East Timor and Kosovo.
Largely as a decoy operation to detract attention from what had just occurred, France and particularly the United States got the Security Council to endorse ahead of the fact virtually any form of multilateral intervention that a number of countries might decide to put on the ground in Haiti.

Once the men are in the Netherlands, Secretary-General is to write a letter to the Security Council that would automatically suspend sanctions imposed on Libya in 1992 and tightened in 1993.
Following the lead of the UN, Switzerland suspended sanctions against Libya after the surrender two suspects in the lockerbie bombing case.

INDOlink - Editorial Analysis - India´s Bid for a Permanent Seat on the UN Security Council
This is so despite the fact that more than 150 countries endorsed, at the millennium summit, the need for a reformed council that was more representative.
India is well qualified by any objective criteria for permanent membership of the Council.
There are compelling reasons to consider India’s appointment as a permanent member of the United Nations Security Council (the “Council.”) At the present time, the Council does not fully represent the world population, such as developing countries, and anachronistic in character.

 Iraq - Global Policy Forum
This section examines the legality of the 2003 attack on Iraq as well as the legality of the occupation.
Shortly before the outbreak of hostilities, UN Secretary General Kofi Annan stated that use of force without Security Council endorsement would "not be in conformity with the Charter" and many legal experts describe the US-UK attack as an act of aggression.
In order to punish the UN for not authorizing its invasion of Iraq, the US limited UN influence over Iraq’s affairs in the post-war period.

In the summer of 2004, the Syrians initiated a move to amend the Lebanese constitution so that their favored candidate, Emile Lahoud, could continue to be president.

Security Council members deny meeting Kerry - The Washington Times: Nation/Politics - October 24, 2004
Jean-David Levitte, then France's chief U.N. representative and now his country's ambassador to the United States, said through a spokeswoman that Mr.
U.N. ambassadors from several nations are disputing assertions by Democratic presidential candidate Sen. John Kerry that he met for hours with all members of the U.N. Security Council just a week before voting in October 2002 to authorize the use of force in Iraq.
Kerry never met with the entire U.N. Security Council could be problematic for the Massachusetts senator, as it clashes with one of his central foreign-policy campaign themes — honesty.

But the most difficult step is a final resolution to change the UN Charter, which not only requires a two-thirds vote but also approval by the Security Council's five permanent members who wield veto power - the United States, Russia, China, Britain and France.
The G-4 resolution needs to be approved by two-thirds of the 191 member states to be adopted, but that's only a first step.
New permanent members would then have to be elected by a similar two-thirds votes.

 UN Security Council. MetaFilter
The UN Security Council is not made up of morally exemplary Western-style democracies - if so, China and Russia would not be included and the United States would be replaced by Canada.
Credibility for the UN and the NPT and other international security regimes requires that the powers that be enforce existing agreements even handedly and that the developing countries view those security regimes as credible.
Anyway, India is a bellicose State with little upward mobility among its classes, so I don't think it is the best Third World representative there is. If only one Developing Country were to enter the Security Council, I'd certainly not vote for India.

US War on Syria Excluded Under Resolution 1559
AMMAN, 14 September 2004 — The UN Security Council resolution 1559 could trigger “limited Israeli strikes” against Syria, but a US-led comprehensive war is excluded at this juncture, because such a move would “endanger the re-election chances” of President George W. Bush, prominent Arab strategists and academics said yesterday.
“I don’t think the United States will use the resolution as a pretext to launch a war on Syria, simply because very few people in the United States do think Damascus poses a danger to the US security,” Qadri Saeed, head of the military department at the Cairo-based Al-Ahram Strategic Studies Center, told Arab News.
With a majority of nine votes, the UN Council last week adopted the resolution 1559 that calls for honoring Lebanon’s sovereignty and withdrawing all foreign forces from it within one month.
