 UN Security Council Resolution 1441 - Wikipedia, the free encyclopedia
The resolution text was drafted jointly by the United States and the UK, the result of eight weeks of tumultuous negotiations, particularly with Russia and France.
Of the permanent, veto-holding members of the Security Council, France, Russia, and the People's Republic of China wished the inspection period to be extended, and for no military action to go ahead without a further UN resolution.
In favour of this view is the fact that previous resolutions legitimizing war under Chapter VII used much stronger terms, like "…all necessary means…" in Resolution 678 in 1990 and that Resolution 1441 stated that the Security Council shall "remain seized of the matter."

According to the legal principle "expressio unis et exclusio alterus" (which states that the terms excluded from a law are excluded intentionally, and the interpretation of that law should be accordingly altered) it could be argued against the "all territoires" reading.
In simple terms, the dispute is about whether the Resolution would require Israel to retreat from all the territories it has captured, or whether it would still comply with the resolution by retreating, on mutually agreed terms, only from some of the territories.
The representatives from Nigeria, France, USSR, Bulgaria, United Arab Republic, Jordan, Argentina and Mali supported this view, and as worded by the representative from Mali: "wishes its vote today to be interpreted in the light of the clear and unequivocal interpretation which the representative of India gave of the provisions of the United Kingdom text".

 UN Security Council resolutions relating to Iraq
The subsequent exchange of letters between the UN and Iraq, agreeing to the continuation of the programme under the terms of this resolution, is dated 5 July 2001.
In effect, this resolution reassigns some of the practical responsibility for monitoring compliance with sanctions away from the UN machinery, in the form of the 661 committee, and to the States imposing the naval blockade.
Commends the Secretary-General for securing commitments from the Iraqi government to fully comply with weapons inspections on his mission to Baghdad, and endorses the memorandum of understanding (S/1998/166) that was signed on 23 February.

The new resolution states that this is Iraq’s “final opportunity to comply with its disarmament obligations” and requires that reports from inspectors and member states about Iraqi noncompliance that could constitute “material breach” of the resolution be referred to the Security Council.
Baghdad accepted the new resolution November 13, and it must submit a declaration of its prohibited weapons programs by December 8, 2002.
