Legal practitioners, most often, must be professionally trained in the law before they are permitted to advocate for a party in a court of law, draft legal documents, or give legal advice.
The area of public law, in a general sense, is the law in a given legal system that concerns the legal organisation of the various branches of government and institutions of state, as well as disputes between the government and private individuals residing within the country.
The civil law system has its origins in Roman law, which was adopted by scholars and courts from the late middle ages onwards.

A classification of law, as limited to law administered in the courts, and familiar to Roman jurisprudence, is that of law in the strict sense and equity (jus strictum et jus aequum et bonum).
Human laws, however, must be subordinate to the Divine law, or at least, must not contradict it, for human authority is only a participation in the supreme Divine power of government, and it is impossible that God could give human beings the right to issue laws that are unreasonable and in contravention of His will.
All laws which inflict penalties for violation of the law are called penal, whether they themselves directly define the manner and amount of penalty, or make it the duty of the judge to inflict according to his judgment a just punishment.

 Lawyers
To practice law in the courts of any State or other jurisdiction, a person must be licensed, or admitted to its bar, under rules established by the jurisdiction’s highest court.
Law students often acquire practical experience by participating in school-sponsored legal clinic activities; in the school’s moot court competitions, in which students conduct appellate arguments; in practice trials under the supervision of experienced lawyers and judges; and through research and writing on legal issues for the school’s law journal.
In criminal law, lawyers represent individuals who have been charged with crimes and argue their cases in courts of law.

Ted Frank at Point of Law reviews evidence that the judicial system is not exactly working well in the Vioxx litigation, at least in certain jurisdictions.
I can certainly see the case for law schools choosing to give these faculty members tenure (assuming tenure is a good idea to begin with, which I'm not sure is true), but I don't see any reason why the ABA should be requiring every law school in the country to do so.
The law review is also looking for people who are diligent, and who are attentive to detail.
